Can't move partially filled limit order in chart trading?

I encountered an issue today which I'm not sure is a bug or MC's intentional behavior. I placed a limit order (through IB TWS) which partially filled, then tried to move the order line manually to get the rest filled. However, the order line was stuck in place and could not be adjusted. Is this normal?
