Description

ForcePositionValue() could have:
- a positive dollar amount value => force a ticker into a LONG position worth of $ given Value. If Ticker.Price > Value, then no entry is taken. Otherwise, round it up/down to nearest number of contracts.
- a negative value => similarly, but for shorts.
